At level 20, Levitation Mastery reduces the requirements of your weapon by 40%. This means you can potentially get a super tanky Warlock by investing in low requirement armor bases and focusing on putting more points to Vitality.
Remember if you plan on focusing on Echoing Strike only, you don't need attack speed modifiers. You only need Faster Cast Rate as Echoing Strike only scales on Faster Cast Rate. Because of this, when in conjunction with Levitation Mastery, your weapon's damage rating is the only thing that matters.
Levitation Mastery is like an additional synergy for your Eldritch skills.
However, the damage bonus is smaller than the bonus you get from the listed synergies for a skill. E. g. for Echoing Strike, Blade Warp and Mirrored Blades are the "official" synergies that should be maxed. Levitation Mastery, however, does not provide a lot of additional damage. There are better options for your skill points.
