Until you look at the level reqs. Someone must have had that set sent to them and said "WAIT!!!! Let me fix this to be like pretty much all sets One BIG wrench coming up!"
some parts are great alone but I doubt that anyone will use the set entirely at the level it completes with much better runewords to compete for the slots just like 99% of sets.

Can be used to make Runewords:
that one will replace Blood Boots , Blood Gloves for physical paradin, bar build.
Make people no longer craft.
amazon and assassin use magic gloves + new craft reduce light/physical resistance.

There's nothing wrong with the lvl requirements. Horazon's is intended to be the lock version of Tal's and IK and such.
And in that regard, it stays in line with "not meta but also not terrible". Depending on the build, it actually roughly pulls even with Tal's in terms of "good for the class".
And for those non-OCD folk willing to run partial sets, Boots + gloves are actually a crazy good combination. Or even just the Boots alone.

The new item, ring +100 resistance. And this set really change many things.
We can expect that new craft online. - resistance craft.
Many rare circle, blood craft, jewel no longer good and become second best.
Anyway , the new world no longer need craft blood , re-roll circle that kill price of Perfect Ruby and Perfect Skull.
Only good thing is that craft blood, circle still good to use between lv 1-95. Can use but not best.

Has that actually been enabled now? Its been in the files forever but was simply never an actually obtainable drop. Much like 50 life grand charms.
It isn't part of blizzard's new item list. And I have yet to see one. So wouldn't count on it actually being a drop now.
Some sites do list it as one, yes, but the data for RotW is still all over the place anyways so take anything you currently see with a grain of salt.

check this out: (you can put the subs to english on yt)
baskenater is trying the warlock with real cheap gear. bind hephaistos, Consume a Goatman and get your mirrorblades up.
he has no special gear and already 800% more damage (if I counted correctly) and with the complete set you get 350% more damage.
I think this set is gonna hit hard, at least with a build like this.
So the book gives +2 to psychic, and the armor gives +2 to demons, but where's the +2 to Chaos?
Fun fact (that is of no surprise to anyone anymore I guess):
A full-set warlock, while limited compared to other warlocks due to lack of Enigma and such, can still completely faceroll ubers and anything else you throw at him in not 1, not 2, not 3 but at least 4 different builds (stopped testing after that).
Given, the set itself isn't necessarily OP and roughly in line with Tal's for a sorc. But on a class that just steamrolls everything anyways..mweh..

Some class sets have a slight lean toward one tree or another (M'avina's Battle Hymn being the most pronounced example).
