It's only proof of it's item level for rerolling. I heard stories that there are people who are willing to pay a Pul or even more ridiculous things for such a charm, I wouldn't count on you finding a buyer when putting it up for sell. Those things are really not that rare.
As a life charm, they are useless. 3 small charms give 60 life and more versatile than a grand charm.
