I might be off but I'd say around

It's a low Mara's with dual leech which sounds amazing at first.

But there are basically no builds that can make use of the leech. Leech doesn't work on PvP so no high value there. And all PvM builds prefer Highlord's

Wraith because it has IAS and deadly strike. You can get sufficient leech from other items.

There might be a niche build I'm missing though...
