Yes I do accept in this case Perfect Amethyst to an equal rate like other Perfect Gems.
The Monarch is a non-superior perfect role and very cheap in repair. It is at least worth an Um if not a Mal.
The four runes inside are already worth the two Perfect Amethyst that you offer.
So no, I think 2 Perfect Amethysts are not a fair price.
