I doubt it has high value.

The 4 affixe are:
- 20 IAS -> good
- 12 fr -> too low
- hfd -> not desirable
- 3 ll -> not really good on this item imho

It does not have skills or any stats.

But the blood part is good. Somewhat around
Mal~
Gul.
