I'm not sure but I see many max rolls and great combination:

45 / 40+20 life
9/9 rep life
mana is a good affic as well and the roll is ok.
so to me this looks like a ring that gets as close as you can if you are looking for a ring with these properties.
but usually, people want fcr, AR and (more) stats.
one thing is sure: it is crazy rare.
