I tried this on a paladin I was wanting to respec.
Gear
Helm: Gface, socketed with an Um
Weapon: Heaven's Light Mighty Scepter (+3 all paladin skills, 33% chance of crushing blow, socketed with Shael for IAS and Pskull for life+mana leach)
Switch Weapon: rare staff with Teleport charges.
Amulet: rare +2 all pally skills, 8% mana steal, +9 all res, 1-4 cold damage and +2 light radius
Shield: HOZ (not upped yet) socketed with Pdiamond
Gloves: Laying of Hands
Ring #1: dual leech Blood Ring (2% mana, 3% life) with 22% light res and 24% poison res and 9% cold res
Ring #2: BK ring with 4% LL
Boots: Blood Boots with 3% LL and 29% light res
Belt: String of Ears with 7% LL, 11% Damage reducation
Armor: Que Hegan's Wisdom rolled Exalted (I am in single player using a mod called relics of Sanctuary that gives uniques chances to roll with Exalted stats. See link below to see the stats of Exalted Que Hegan's.)

Merc:
Act 2 Blessed Aim (might switch to a different aura)
Helm: Andy's (no socket yet)
Weapon: Etheral Reaper's toll
Armor: Duriel's Shell
Currently this character is level 85. I was able to clear players 5 Chaos. FOH Holy Bolts do almost 3k damage. Zeal damage is only 1699-2414 but the mobs are a lot easier to clear in Chaos with the FOH on F3 hotkey and I have Zeal on F4. When I run low on mana I either use a pot or go in and hit a few monsters to leech some back. When merc decripify procs I kill pretty quickly with Zeal using Heaven's Light.
Overall a fun build. I was speced into the Holy Shock build but unless you have the right runeword armor and some type of way to break resistances it's hard to get anything going with that one. I may try to add a lightning sunder charm to this character and maybe switch to Schaffer's hammer to see how that does.
This build currently does need a source of open wounds. Finding some war travs or crafting a good Blood Belt is the next move. Ideally Chains of Honor would be the best choice to maximize the +skills as well as resistances increase. Gface is great but I do think that COA could be a fantastic Helm too.

Sure this can work, but Id believe full foh or full Zeal would be stronger than mixing it. Unfortunately in d2 you lose more if you have multiple "elements" to go for.
I play a lot of FoH hybrids, and my suggestion is yeah, Holy Shock and Conviction are huge traps.
The core is so strong because it's only 40 points to max Holy Bolt and FoH, after that it's all gravy. I highly recommend a point in Redemption, it gives you a ton of survivability and makes spam casting FoH a joke. Salvation is also a nice 1 point wonder until you get higher res.
Zeal is underwhelming imo, Smite hybrid is way better but I imagine you want to play with Zeal.
With proper gear you can clear things as fast (if not faster) in some areas than even Hammers because of FoH's tracking, especially in CS/WSK outside animal type.

Honestly I have no problems clearing and rushing people with FoHdin. 80ish percent of the mobs are demons or undead anyway, and you just Teleport past animals. The only must kill animals are what? Woodfist and Frozenstein for quests? I just Smite them to be honest, but Zeal could probably work too (I just don't like how AR works in this game, especially in hell).

If anything, I feel FoH is about as fast as hammers when optimally built, because while you do less damage (5k per bolt of FoH vs 10k+ per Hammer), it's a lot more targeted and hits harder the more enemies there are on screen. Tele into FoH into Tele into Foh into Tele into FoH wipes screens even on players 6+. Granted I can't hit the side of a barn with Hammers, they always seem to miss but that's a me problem.
Build is 20 Holy Bolt-20 Fist of the Heavens-20- Smite-20 Holy Shield-pre-reqs and the rest into Fanaticism to hit the 6 frame breakpoint per attack, which is easy with Grief on swap.
Fana maxed over Holy Shield is probably correct but it's plenty for ubers between plus skills etc so I don't really care either way. It's also nice to have higher def when teleporting in and out of mob packs.
Edit: Only thing you can't do is cows in all honesty.
I have a full 1 point smiter zealot build with most of the BIS gear (Guilliam's face, Fortitude, Verdungos or String of Ears, Phase Blade Grief or Ethereal Death Berzerker Axe, upped HOZ, etc.)
This older more meta build that has been used for years does very well one on one, especially against bosses. Where it does not do well is the mobs especially like in Chaos Sanctuary where you get cursed constantly and decripify hurts the worst due to the slower speed, reduced damage output, increased damage you take.
On the updated build I posted I just found a Ber rune in Chaos. I think the clear speed is a bit faster although diablo does take a good 10-15 seconds longer to take down since I am using Zeal with a decent elite unique weapon rather than one of the godly runewords.
This is running hell Chaos on players 5. You do have to play it correctly. I try to get a massive mob together, let the merc take the agro away from me then I spam FOH. When the mana runs down I run in and Zeal away which is a quick cleanup since the merc is using Reaper's Toll to cast Decrepify and most of the demon and undead monsters' health is at a minimal level. I usually gain all my mana back after killing 1-2 monsters. Rarely need to use pots.
With the Ber rune I found I am thinking of making Chains of Honor and putting it on this character for added stats. I know Fortitude is recommended but I like the +2 to all skill COH adds. I have an Enigma on a zon and luckily can just swap that around on my other characters as needed.

I totally understand. This is a single player character. I have done multiple ladders and due to work and other time constraints I like single player better. Id love to play in singleplayer, so much more to gain in that compared to the bot infested ladder and nonladder.
