Yes. Sometimes certain breakpoints are effectively impossible to reach with some bases. Hydra Bow is not the fastest base, so it will take a lot of IAS to reach the highest breakpoint (having Fanaticism aura via your mercenary, or pre-buffing Burst of Speed via a Hustle weapon on swap, will reduce the needed IAS from gear by a substantial amount - test it to see for yourself).
Also - to see how big of an impact the base can have, compare with for example Matriarchal Bow - and you'll see that the breakpoints are much lower. That's because the base has a higher base speed.
Also, I put all my gear and stats to the maxroll planner and it says that the attack speed is just 43%, don´t know why.
That's because IAS from gear suffers diminishing returns. IAS from skills or skill-like buffs (Fanaticism aura, Burst of Speed, Frenzy, Mark of the Bear) suffer no dimishing returns. The game works with EIAS (effective IAS). To convert gear IAS to EIAS you need a specific formula, then the result is summed with skill-IAS to get the total EIAS. The breakpoints are actually based on EIAS values (because that's what the game actually uses), but when you pick "IAS" in the Table selection the calculator will convert the EIAS breakpoints back to corresponding gear IAS values.
The diminishing returns formula is as follows:
EIAS = 120 * IAS / (120 + IAS)
Taking your 95% and putting it through that formula:
120 * 95 / (120 + 95) = 53,023...
And to get the number 43 you're seeing, you also have to subtract the WSM (weapon speed modifier). This is the number that indicates the base's speed. Hydra Bow has a WSM of 10, so you have to subtract 10 from 53, making it 43. If we look at Matriarchal Bow again, it has a WSM of -10, a negative value, and when you subtract a negative value it's effectively the same as adding a positive number. WSM numbers look backwards for this reason - a lower WSM number is faster.
