Pala has no issues to get to full res, so I would use this over a perfect maras, because having 19 MF on top is very nice and you "only" lose some stats and a bit BO buff. I'm obviously thinking of a PvM Hammerdin here.
For me, the comparison would be against Pala amulets with fcr, which of course makes it harder to estimate.

You're also loosing 5 to all stats. I agree with Necrarch that this is worse than a low Mara's Kaleidoscope.
