I think that really depends on the build. I don't like proc stuff on an A1 merc because their AI is kind of annoying. If anything gets close (and things will), they stop attacking and walk away which usually gets them killed. Not to mention, the Life Tap proc chance just gets in the way since you really shouldn't need it for anything but ubers, so there's just a 5% chance to overwrite decrep. If you want decrep on merc, Lawbringer or reaper's is much more reliable.
I suppose a zon could use decrep on swap, but I don't know how useful it would be. Most phys bowas just annihilate everything and could just use Magic Arrow or Atma's to kill the occasional phys immune (or use decrep on merc). I don't feel like there's a problem that Wrath really solves.
Act 1 with Delirium procs Confuse consistently, so I image that she would proc Decrepify reliably
I didn't like Act 5 with Lawbringer (Sanctuary knockback many monsters before he can curse them),
neither Act 2 with The Reaper's Toll, he take much time to reach mobs... (I use Bone Break and many times I kill the immunes before he could trigger the curse...)
My Strafe Amazon use Bone Break + Atma's Scarab and Act 2 Merc with Might + Pride (Concentration)
In fact, I have no real issue with immunes... but thought about using Wrath on swap (mostly against Baal and some Stone Skin Uniques that sometimes take a long time to die) as I don't really need Call To Arms (Battle Orders) buffs (except on areas with those damn Bone Fetish/Stygian doll )
But, I create this thread more as curiosity... as I completely forgot that Wrath had a Decrepify attack trigger, and I can't remember anyone talk about that possibility even on "non-meta"/experimental builds

Delirium procs fine on a rogue, but I haven't tried Wrath. It sounds like a cool thing to try.
The only thing that worries me is that it has two curse procs, so Decrepify might get overwritten at inopportune times. Probably not too often, but it could make it awkward.

It might be preference that that point. I think you'll have to make one and try it out to really test how well it does and how you like how it plays.
