This gothic staff might be good?

Chilling Armor. Maybe some Cold Sorc can use it for Heart of the Oak? I don't know...

In my opinion, a Heart of the Oak must be paired with a Spirit

Monarch. Will provide 1 extra skill for blizzard but the sorc will lose in cast rate. An Obsession would be better if find a proper base.

Makes sense. Should I toss that away then? I am guessing 'yes', since that base can't have more than 4 sockets.

Yeah, you can toss it. Caster staves will usually want Obsession since you get +7 on up to 3 relevant skills (+4 mod and +3 staff mod), so you could land +7 blizz, CM, and something else. You also get 65 FCR, 60 FHR, 60-70 @, 15-25% life, and 30 MF. The only 4os staff I'd consider keeping is a +3 ES for Memory, but usually it's 5os for CtA for prebuffing.

HotO + Spirit would give you +5 skills, 65-75 FCR, 55 FHR, 65-75 @ except fire, 89-112 flat mana, and 15% mana... but it comes at the price of 156 STR if you aren't a pally.
