Unless there are any other useful mods, not good enough for PVP, so not much value. You might get an Ist with patience.

yeah rare, would only be 1 OS - just didn't know if the FCR would have any impact on LLDs - i'll likely just Charsi it.
If + skill tree on helmet, you want it to be +3 and on a magical one with 20 FCR and 2 os.
My timezone is CET/UTC+1.
