Steps to reproduce:
1. Put 20 hard points in a damaging aura (Holy Fire, Holy Freeze, Holy Shock, Sanctuary).
2. Put 12 +All Skills bonus (or more).
3. Notice the low damage at skill level > 32. Actually it can be any sum of hard or soft skills > 32, not necessarily max hard points.
