I think yes (-X% elemental resistance and +X% elemental damage are snapshotted too for minions and traps)

But remember that Rainbow facet is a buff (that affects your status) and

Lower Resist is a debuff (affect the monsters status). They are different types of effect.
So cast

Lower Resist do not increase your "-X% elemental resistance" status, it decrease the monster resistance status (you can see this on you character sheet when a monster cast it on you)
