Useful affixe but too many low rolls to be (really) valuable:
- 30 AR -> low
- 3ml -> low
- CR -> medium-low
- all res -> low
It's a nice ring for a Bowazon though. I would keep it for self use unless you have better ones.

I think you can get an Ist for it, the % bonus on AR is not a bad affix.
