This Belt is really nice if you want to make Uber Tristram with a Blizzard sorceress. Especially against the Chilling Armor from Über Izual and Uber Baal and the Bone Mages from Uber Mephisto the maximum cold resistance and absorption really shine. Together with pre-drinking several Thawing Potions one becomes immune to cold damage.
On top of that it boosts your damage output quite a lot.
