You have 3 nice affixes (ED / @res / reqs) but the two variable ones rolled low, ED can go to 30, all res to... I think 15 (corrected by Fredkid, it's 10, still way more than 5).
The only thing that makes me doubt is the low level, meaning it could be used for LLD, but the people there want some perfect rolls and these are not, so I guess you can just keep it for own use - it''s not bad - but I would not expect any trading value... and res are not very looked after in LLD
