is it possible that some of the accounts are using some mod, and you don't remember?
Or the second account is using classic graphic (non-Resurrected)?
(There is a Key to toggle this on/off)

This is strange. Looks like either an accessibility setting or a bug to me.
Having some amount of transparency is normal. But then your second image looks strange too ^^ But I guess it's a photo of a screen?
Try updating your graphics driver on your Win 10 machine.
