Is this worth of keeping and upgrading?

I've never played an MA assassin character, and I'm wondering if this weapon is good enough for spending runes for it on non-ladder. Suggestions would be appreciated.

Claws for Mosaic sin. The main shortcomings are: 1) its relatively high str and dex requirements that are not optimal; 2) its attack speed is not the fastest. However, some players may overlook those things and still use it.

One thing to note is that the Mosaic runeword is not available on non-ladder yet.
