Do the affix "Attacker Takes Damage of" have any use?
(as in itens like Demonhorn's Edge and Toothrow)

I would say in Normal and maybe some of NM, it's basically just Thorns, so on those difficulties it's perhaps somewhat useful. In Hell Thorns is basically useless (unless you somehow amped it WAY up), so I tend to think that modifier is not really great.

Do you mean Sigon's Shelter 2 items bonus (Attacker Takes Damage of 20 (2 Items))?
Is it usefull until what Normal Act?

The set bonus - 20 DMG to attackers. I would say it tappers off end of act 2.

Attacker takes damage is virtually useless after early normal. For physical fighters Sigon's gloves and Belt can be quite useful all the way into Nightmare. The Belt has 16 slots, 20% fire resist, and can be donned at level 6, and add the gloves and you will also get 30% IAS and 10% LL.

Edit: Belt has 16 slots.

I have a vision of making some nasty "don't touch me" Thorns based build and this is where those kind of items might have an essential use. Don't know how well they stack with, well, Thorns aura basically. Didn't really experiment with that but I would kinda love to know as well!

Attacker takes damage is for PvP. Especially the case for the Toothrow mentioned..

Why is it good on pvp?
(No damage penalties?)

(I don't do PvP, and I don't read much about it, so don't know much about it.. In my mind people normally attack from distance or 1 hit kill you on pvp...)

Not a PvP person myself but I'd assume it's for barbarian vs barbarian duels. There aren't really any sorc against barbarian or javazon against furydruid sanctioned duels unless you count random lobbies.
