Can anyone confirm that, even with the new "Season5", non-ladder characters still cannot create runewords like Hustle, Metamorphosis, Mosaic and Bulwark?

I can confirm this. You can't create them on NL yet, they can only be transferred from previous ladder.

Do we know if/when the newer RWs will be available for NL? I'd want to try Cure sometime.
