That isn't true. While you're not going to find buyers for them very quickly anymore, I was still able to sell them for a Mal each about a month ago, then I sold most of my remaining stash of them off to one buyer who wanted a few of them in bulk while keeping one or two for myself.
While I personally find re-rolling charms to be a waste of time, there are people who spend enormous amounts of resources playing that lottery. My buyer managed to strike gold on one charm and was probably misled to believe it would become a regular occurrence.

Thank you for your answers, I was not sure about Terror zones too. Does that mean that any grand charm dropped in a TZ > 91 is a potential "perfect GC" ?
