Holy Thunder is a reasonably powerful low-level melee runeword with a very modest barrier to entry. Because the player can obtain most of the necessary runes from the Rescue on Mount Arreat quest reward, a 4os War Scepter or Divine Scepter is the most challenging acquisition needed to utilize the runeword.
A War ScepterHoly Thunder will have a base damage value of 16-37, while a Divine Scepter will have a base damage of 25-70 (assuming neither is of Superior quality). Note that the latter will have a clvl requirement of 25 rather than 21.
