But can now non-ladder chars use e.g. patch 2.4 runewords?

Can be used to make Runewords:

Runewords from patch 2.4, such as Obsession, Plague, Flickering Flame etc are available on Non-Ladder from the previous Ladder reset. The newest runewords from patch 2.6, like Mosaic, for example, aren't available atm.

Typically if new rune-words are introduced with a new season, the previous ones becomes available for use in non-ladder.
No new rune-words were introduced in Season4, and so s3's did not transfer over.
This is my interpretation anyway.

Someone correct me if I am wrong, but I think they will morph into RW once they are able to be made in NL, so make sure to keep them
I'm under the impression that in fact that failed RWs don't convert when they become NL craftable. My understanding, which may be entirely mistaken, is that the 'is runeword' check effectively happens once when you socket the last rune. It doesn't recheck on patch release or when entering a new game. That might not be true if the RW is completely removed from the game. Not sure how they handle that.
