I assume you are trying to help me here and spoon feed me the answer. So I need to write more. My sorc years were 20 years ago, I played so much that I think I won't touch the class ever again. But I got excited when I saw the drop and I thought it could be a nice item for someone and I can pick a useful rune in the process. I have no clue about current prices on caster items, that's why I asked.

IMO dual Spirit is better: +4 Skills, 50-70 FCR, FHR, ~200 Mana.
People use Memory as prebuff for high bonus to ES but in that case you want a +3 ES base.
It could hold a mid rune because Monarch requires level 54 and 156 str.
