On first sight it looks juicy. The problem about this is, you only can socket 2 jewels into it if you use it on PvE . Spirit gives +2 to all which is kinda the same (I think -10/10 is still better) but you are lacking the other stats.
If you use it for PvP Stormshield is just straight up better because of the 35% dmg reduction.
IF you can sell it, maybe Ist or Vex

But I would wait till someone else rate it

Was thinking this could be used for an immortal sorc but not sure what to socket it with.

For immortal sorc, Stormshield is an option to consider.

AFAIK Immortal sorc uses Gerke's Sanctuary or Stormshield.
IMHO your Monarch is similar to Moser's Blessed Circle with less all res but 7 dmg reduced and 4 replenish life. If sockets are important there's also Head Hunter's Glory with 3 sockets to consider.
I would say Mal/ Ist for that rare Monarch.
