After Maffer Dragonhand dropped a Cham 2 days ago & a Death's Web earlier this ladder his colleague Wyand on the other side just dropped a Jah.
Allways thought Ber was the highest for that area.
Funnily most Highrunes this ladder came from Mephisto's room; Lo from the Chest, Vex from Meph, Cham from Maffer & Jah from Wyand - all non-Terror zoned.
It never about the monster cannot drop HR or good items.
It is because, for the same amount of time, you can kill more monsters with higher lvl in other areas.
Not that this has huge value, but that super chest in Pits level 2 terrorized had a fun result : 4 uniques and that's it (Dracul's, Frostburn, Cliffkiller and Husoldal Evo).
Fun because of the unlikelihood.

Similar situation here with Meph's room - Jah, Lo and Ohm while non-Terror zoned. Meanwhile significant drops from Meph are absolutely negligible.
Yesterday while the zone was terrorized meph didn't drop a single unique in like ~30-40 runs.
Sometimes the game & RNG decently tell me to just gtfo.
That's me with Baal lately. Sometimes I wonder why I even bother considering Baal easily takes 5x longer to kill than Meph or Diablo.
I stopped playing yesterday when he dropped a single blue item and Gold. Nothing else.
On the other hand, Shenk dropped a decently rolled Mara's.
Been crafting Blood Gloves with every pair of Vampirebone Gloves that have dropped over the last ~6 months. Guessing maybe close to 300 crafts, trying to get a specific roll with 3% Lifesteal, 10% Crushing Blow, 20% IAS and 25% MF for my Barb.
Finally, after all the junk rolls, I managed to make this last night:
Little bit short on the MF, but at least it's a nice even number. Other stats are exactly what I wanted, with Mana as a cherry on top.
So glad there's no "Level 3 Garbage Stat (20/20 charges)" on there!!
Whether luck or persistence, in a matter of a couple days I found Jah, then Sur and soj within 10 runs, completed my ladder Enigma, and then with that same TravincalGold went to Gheed and gambled this Circlet, currently at a 3 Ber bid.

Just needed to get some Gold for my other chars, popped into my gf barb for a few trav runs, just players 1, no big deal. On the first run out falls a Ber!
And right after I farmed like 20 hours to get all the runes for my Infinity (had to cube up lots, I never did find a Ber)
I recently farmed with my Sorc that really needed a few more items to be a good MF char and found Tal Rasha's Adjudication, Tal Rasha's Guardianship and an Ist that I traded for a Harlequins Crest. Pretty neat upgrade for 1 day
