As a note a Circlet should have something special which most other helmets don't offer like faster cast rate. Without that you can just use a Harlequin Crest or an Andariel's Visage or something like that which are available for an Ist or less and a lot better in most cases.
Beside Loath Mask I would say all circlets you listed are only Fal/Lem or some Perfect Gems. Loath Mask has +2 skills and 20% fcr but the rest is pretty meh. I would say Mal or Ist.
