There are a few trades listed in the price history for magic items with jeweler prefix on diablo2.io but not a single one with dexterity: pricecheck.php?item=Jeweler&other=1&sk= ... xsockets=4 (since it's not possible to only search for armors you also see shields in the results)
So I have my doubt that your Jeweler's Wyrmhide of Precision has much value.
