I suggest you stash it if you ever plan to play an amazon. When pricing lvl-67 heads, the standard comparison is to Harlequin Crest (aka shako). Your item shares 3 affixes with that (skills, life, and mana). The life/mana on a shako are higher. The things that make a circlet better than a shako are resistances, sockets, and a breakpoint affix like FCR.
But until you find a shako, this kind of hat is pretty good. Currently have a similar one on my ladder javazon while I wait for a shako drop:
