the Arreat Summit has nothing on warlock ofc, but Dim Vision is also a lvl 6 skill:
Dim Vision (6) Rings (24)[20/5]
so if i understand this:
affix lvl is 24, so gamble at clvl29 gives rings with ilvl 24-33
and an ilvl of 24 can spawn with a lvl 24 affix....
is this correct?

it also depends on qlvl and mlvl but for rings those should be 0 so alvl = ilvl

Is the Sigil still worth after the nerf? I just used it to break the physical immunity back then, but now...i see no reason to use it.

Respecced from 18 points in Sigil:Lethargy to just 3 hard points in it, with all the +skills I have, it gets to lvl 20 before Battle Command witch then makes it 21, +3 is enough to give it 8 yards area instead of just 6, the -50% Run/walk & -50% attack speed is very nice on any enemy pack or boss, especially heralds that spawn with Vigor or monsters that are "extra fast"
Oh & btw you can shop for a Knife/ Dagger that has lvl 7 or 8 in Sigil: Lethargy as Charges from Akara, Drognan, every NPC that sells Sorceress & Necro Wands/staffs they also have them blades with warlock skills.
