The high level is a bummer but it's the lvl requirement for high ml rings.
The blood part is almost perfect: 3/3 ll 5/5 str 19/20 life
The 4 affixes are all useful and all rolled well (mid to high).
I'm pretty sure it has value but don't know rings well enough to give an estimate.
