As noted in your other topic, you can't stop people from entering your public games.
Squelching/blocking them only stops them from chatting with you.
You also cannot disable hostility in games.

I don't think so, because the hostile button is on party window, which means anyone can click it as long as the person is not in your party.
But If I block the player, will he be unable to enter on my future games?
(I tried squelch the character, but it do not prevent it from enter on another game and - declare Hostility again...)
