+2 sorc skills, 10%fcr, 22%enhanced dmg, 20energy, 25life, all res 13. I think this is probably best

What is the required level?

Unless it's a very very low level requirement it's really not that functional with only 10% FCR. The +20 Energy is a waste. Strength would be better. 13 All Res is okay.

Lightning Sorc - Griffons for damage, or

Shako (MF / DR/ Mega Life and Mana).

Cold Sorc - Nightwings for damage, or

Shako

Fire Sorc - Maybe? But Flickering Flame looks better. Or again

Shako.

I could be wrong, but I wouldn't use it over a

Shako for any build.
