AFAIK the preferred runeword for Blessed Hammer (+ Concentration) is Call To Arms to get +1 all skills (and Battle Orders). So you need 0 or 5 os to have value.
If you look at the price history for War Scepter, you can see that zero were sold with 1-3 sockets. Only 0, 4 or 5 os scepters have value.
