Can be used to make Runewords:
Maybe similar to Natalya's Soul. Psn res isn't the most useful one but at least you have good light res and a bit dex and mf as well as 30% frw.
As far as I know to have some real value you need frw and 70+ res on Boots (in sum and preferably cold/fire/lightning).

They can have some use, don't throw them away, but not a huge price indeed, lower than Ist IMO.
