Nope, no value as it has no faster cast and mana/life leech does not work with non physical attacks like spells
Main: Necromancer / Second: Assassin / Third: Amazon / Check my stash and my crafts including my caster belts
, and my many cheap Annihilus / Accepting payment in L or NL currency though I only play NL
You should look through available unique wands for comparison. IMHO even Ume's Lament or Blackhand Key are better and they are pretty much worthless.
