This seems to have amazing bonuses, is it worth spending a Fal and Um rune to upgrade it to exceptional quality? What would it be worth if it was exceptional quality?

Not worth . Because most important stat ( enhanced damage ) is extremely low .

Rare weapons need to be basically perfect to be worth it over the runewords. More than 99% are absolutely worthless

This weapon could have +2 barb ,40 ias , 300 ed, ethereal , auto repair mod . Fulls mode which you have there ( depending on char lvl) is max

You can check affix sites like https://diablo-archive.fandom.com/wiki/ ... Diablo_II) or make the item in maxroll's d2 planner https://maxroll.gg/d2/d2planner to see which affixes are possible and what the maximum values are.
