Thought I might as well check, it doesn't have +fcr but pretty nice res, first rare with this many bonuses I've gotten.

Might have some value for low level dueling but but I'm not familiar with the prices in this regard. Apart from that you can use it to level your char but no trade value.
As for the number of mods, it's just the "standard" 6 max affixes, but it shows a lot of things :
