I think it's less valuable than one might expect. You need 20 fcr to reach the next BP, 2 summon is not the best tree (even summoner wants curses and CE).
Since fcr is not that important for a summoner, I'd argue that a low mara's is better. Which would put this below Ist.
But you might find a summon necro who for some reason needs those fcr on the amu and is willing to pay more.

Even summoners need to reach some 75 breakpoint, and they can use full Trang with Beast, making FCR not easy to get. I'd probably value it higher, probably in the Vex- Ohm- Lo range.

20 from Trang, 10 from one ring, 18 from amu.
With full Trang, the BP is at 65 not 75 btw. But I think I got your point.
