Looks like 4-socket ethereal Lacquered Plate has often sold up around Ist range, but usually that's with much higher defense rolls than I got.

Base price depends the def it has.

Rule of thumb: You need 800 def for a 4os Merc base to be valuable. I would only accept less def on a light armor to make an armor for an A1 Merc.
For a Lacquered Plate, you can basically pick up any Eth one and punch sockets in it. I often do that with bases and hope for 3 sockets. You get 4 sockets 3x more often so 3 os with good def is seldom. I would only spend the rune and PG on one with enough def though and 678 on an Eth laquered plate is not enough.
