The reduced vendor price mod is applied separately from the discount given by completing certain act quests:
A maximum item discount of 37% [10 + (90*30/100)] is possible when both Gheed's Fortune and Edge are present, and at least one of the aforementioned quests has been completed.

- Act 5: Siege on Harrogath

In December of 2022, Blizzard had an event called "22 Nights of Terror". One of the events was 24 hours of 50% off vendor prices. Using a Gheeds Fortune and and Edge runeword bow, items that sold for 35,000 gold or less could be repurchased at a lesser cost. This allowed for infinite gambling, due to the ability to make money on buying and selling items.
