Not sure why you weren't able to use a shard to terrorize an act but you can of course use them in a private game. I play solo 99.9% of the time and shards are working perfectly fine.

Online. As long as your char has beaten the difficulty you are able to use wss.

When you create a game the last setting is "Terrorized". That should be enabled if you want to play Terror zones.
I figured it out. Derp. I do a lot of trading with players that aren't Hell level so I had it set to Normal. LOL I'm burning this post lol
