Bladesin wants an elite base for her Plague, ideally a
Scissors Suwayyah.

That's kind of my point: It would be a great base for many things, but not for bladesin.
And for others it has the wrong skills. I was looking at it for a quite a while trying to find a use for it because it is so close to being really great.
