Have you extracted Game textures? If you did, you have to extract them again or remove -txt from d2r Launcher vía battle.net Game specific options.
try starting d2 with the lowest resolution in the window, and look at the monitor's Hz

If not solved yet, it seems to be some kind of GPU issue.
What I found digging around is that the GPU stopped communicating with the Windows.
What kind of performance mode is used? tried changing those to see if anything changes with it? I mean there are many things which could be causing it but its GPU related for sure.
Personally got an issue with the game where it just shuts itself down without error. Its engine objects limit issue, nothing can fix that. Too many particles and objects in the screen causes the game to tilt.
