No, this was never a thing - it was a misunderstanding back when RoTW first released, and it spread and lots of people believed it. Since sunder charms were so rare finds, and T4-T5 heralds had a much higher chance of dropping them, many people never even saw one drop, so it was believable. The misunderstanding was due to a misinterpretation of datamined information. It was debunked months ago by Pavke - sunders were always possible drops from all tier heralds.

Furthermore, in patch 3.2 (which went live almost 4 weeks ago), Blizzard changed it so that sunder charms can drop from any monster with a high enough level (69 or higher IIRC), even in nightmare. This change was clearly mentioned in the patch notes.

So yes, sunders can drop off pretty much any monster in hell (and even from some in nightmare, especially when TZ). It was a deliberate change by Blizzard.

I'd love to hear from others: how many latent charms did you find and who dropped them? My experience after 1 month of playing only TZ: I found 3, one from 1st tier
Herald
, 2 from mobs. It really seems like clearing TZ Acts with high MF is more effective (and less tedious) than pure
Herald
hunting.

I found 5 Latent Sunders so far. None from Heralds (maybe because I am not looking for them specifically 😉), all from TZ Bosses.

After a 20 year break from D2 I started playing D2R in 2024 with my sons (9 and 10 years old)

5 latents so far, one of each physical, fire, cold, lightning and poison, all in 3.2, no sunder in the 3 months before.
Two dropped from heralds, 3 from other monsters (champions or uniques). MF was between 100 and 200. I have played roughly 35 hours since 3.2.
