As usual, "no fcr, no value" is the standard for all head gear, because without fcr either class specific ( Jalal's Mane for druids, Arreat's Face for barbs) or good old Harlequin's Crest are better.
Yours is not bad, but still not as good as a rather cheap item.
Now, you can self use it, or try to sell, but don't expect much more than Pul- Um

Alright, so the rule of thumb for a good rare Circlet would be +2 skills, a big chunk of FCR and other helpful stats. Got it.

2/20 and something indeed, even those are very common. Even 2/10 is not enough.
The exceptions would be for amazons that don't love FCR that much, for which 2/30 frw/good stuff like Visio mod (AR per level) / can have value.
Other exception is with 2 open sockets, sometimes this can be valuable without the fcr... but never as good as 2/20/2os
