What others have stated but I also think you need just a single huge sale to hit escape velocity with respects to D2 poverty. Last season for example I didn't have insane luck until the end when I sold an Ars Al'Diabolos for 15 Jah.

Currently some group is starting manipulate Sur rune value. Sur was equal to Lo. But today, according to people I familiar , they will make it to 1 Sur = 2 Lo or 5-6 Vex by continue massive purchase. Or 1 Sur = 1 Ber + Ist , some group's goal.
I also receive different message from distinct group of people ask about it. (Sur pricing and wonder if they take over some chunk.)
note: I only hear it, not participate in this manipulate pricing action. It is still ongoing , anyone who want try , behavior on your own risk. Do not take risk that you cant afford.
Some sort, I also remove Sur sale on market to endorse this price change . People who wish to grasp a cup of coffee can try purchase all Sur below Ber pricing. risk will be smaller than their end goal.

Why do people want to increase Sur cost? It equal to Lo seems reasonable to me
Because it produce less than Lo and some people want to sell them higher.
They get them massively in Lo + 1 Ist . Even today, they have around 3-5 Ist profit for each Sur.
And my information comes from 'some' group. That may ends like that Zod story I previously mention. several account fill with 1000-10k Zod but price stay as it is until rotw.
I point out this just because I hear some market manipulation is ongoing. I usually advise people , if you want to do, (I did this in Zod event and have some gain) do it at reasonable amount, not too small or big.

And for lower end of the market, cumulating pgems especially perfect amethysts and runes like Ral runes eventually sell for Ist, then enough Ists make a Jah if you're not lucky enough to get THE super drop.
On my side, my very best rune drop so far is an Ohm (twice). My 9 chars gear is over 20 Jah worth, just getting stuff, selling from 3 pgems to 5 Ist, and cumulating like a little squirrel (over those 4.5 years)

I consider myself lucky to have gotten my hands on an Enigma(only through extensive trading including other sites). To those who are so rich, please tell me how to make a fortune like yall
Half of an answer is In your question. You just play the game, find stuff which people will buy for 15-25 Jay and after sale is completed you have that many Jah to spend on something else.
People over time reach point in the game where they start buying 3/20/20 or some JP gear with incredible amounts of runes.
Don't hoard gear you don't use. or plan to use one day. Sell it.
If you are poor and found perfect item , base or perfect roll runeword -Sell it. This JP item will give not much benefit for your poor under geared character comparing to Similar , less perfect one.
as a beginner I can give you some tips to start becoming rich.
farm nihtalak for D keys in act 5, or Mephisto for yellow essences in act 3.
those keys can be sold 2-3 for an Ist, the essences you can sell them as bulk, I believe 20 of them =1 Jah
that's how I started.
if you have a decent smiter you can keep farming D keys and swap extras for T and H keys, and run the ubers yourself, nowadays any warlock torch even a 10-10 is around 1 Jah, and a 10-20 can get you 3 Jah.
