How noticeable will the curse rate nerf be once 3.2.0 hits? How is curse rate cycled? Is it like the scan rate of, say, a PLC where it scans the area every millisecond? Going from 75% to 5% is one heck of a crow-hop kick to the bean bag

As far as I know Amplify Damage from cursed attribute is applied on hit. So whenever your bound demon hits a monster there is a chance he also cast Amplify Damage on it.
The curse rate is checked/the curse is applied on a per hit basis.
For that purpose, aura ticks from dmg auras count as one hit, no matter how many targets they hit.
So with a 5% rate, on average, you'll get a curse proc every 20th successful attack.
If you have a Holy Freeze demon (remember, Holy Fire and shock are being removed), you'll get a curse proc every 20th aura tick on top of that.
(IF that aura tick hits, it will cast amp on every mob that was hit by the aura that tick)
So yes, the difference between now and post-patch is/will be night and day. And that's very much intended. Being able to fully rely on constant amp procs was OP AF. Based on the PTR, that changes to only seeing a proc every few packs vs. normal mobs as they otherwise die before it has a chance to proc. It hence acts as more of a "lowbie accelerator" where if fights (especially boss fights) still take too long because you're not geared enough, it'll eventually kick in and speed up the remainder of the fight. But you won't really be relying on it off the bat anymore come proper gear/endgame performance.
If you want to be able to rely a bit more on curse procs, go with lancers or the like for the multi-attack.
Or pick a mob that naturally casts amp themselves although sadly, those tend to kinda suck for everything else.

Interesting. Would these auras, if equipped on Mercs, also be applied to bound demons? If so, that would be a pretty nasty aura stack especially if your Merc is equipped with Insight or Infinity and also has Prayer which leads me to another question...would the Conviction aura created by Infinity be applied to bound demons even though it will be removed from the aura pool roll at the time of binding?

(others can benefit form the debuffs inflicted by Conviction and Holy Freeze, but only the owner of the aura can apply the Debuff on monsters)

Gotcha. But it would supplement the loss of Conviction from the bound demon pool, correct? Yeah, without Conviction available on bound demon... We have to rely on Infinity (with Merc or self use...)
Fire Warlock were using a bound demon with Conviction and Merc with other Weapon (like Insight) or Merc from other Act...
With the new Patch, the Fire Warlock that used bound demon only for Conviction may not even use a bound demon anymore...

My Bind Demon is Cursed with Fanaticism ( Vile Mother normal L96 TZ)
My Merc has Might (natural), Conviction (Pride), Thorns (Bramble) and Cleansing (Cure)
With the new patch... my 1st try will be just change Bind Demon Aura to Holy Freeze

But I think I will need to respect to Blood Boil build (to compensate Death Mark nerf
...)
